Important point to note that guideline provides that persons having income exceeding Rs 5000 agriculture income can not file SAHAJ. This blog had already pointed out  that if that be the intention of government, Rule 12 needs change . Read Why ITR-1 SAHAJ or Rule 12 require immediate amendment?
As long as that is not done , everyone satisfying the conditions laid down in Rule 12 is eligible for filing return in SAHAJ. CPC , Banglore’s guideline has no legal value if notification about rule or form is not p[published in Gazette.
